Baltimore Ravens Fined $100,000 for Injury Report Violation of Lamar Jackson

Last week, the Baltimore Ravens were fined $100k for violating the NFL’s injury report protocols.1 The Ravens listed Lamar Jackson as a “full participant” for practice on October 24th; however, he only ran the scout team.2 A day later, the Ravens changed Lamar’s practice participation to “limited” and ruled him out.3

The NFL’s policy states: “Participation on the scout team, no matter how extensive, by a player whose normal repetitions would be with the starter but for his medical condition, would not alter the player’s proper designation as ‘limited participation.’”4 During this time, Lamar had a right hamstring injury and was listed as a “limited participant” for the practices leading up to the game against the Chicago Bears.5 Lamar was then changed to a “full participant” on Friday, suggesting that he was playing.6

John Harbaugh, the Ravens coach, stated that the violation was “an honest mistake.”7 The Ravens explained that they changed Lamar’s practice participation because he did not “take any starter reps in practice.”8 The Ravens evaluated him and communicated with the league office before making this decision.9 The league determined that this violation was negligence, rather than the Ravens trying to obtain a competitive advantage.10 Because of this, the Ravens will not lose a draft pick.11

The Ravens have fully cooperated with the investigation, and decided not to appeal the fine.12 They also made a statement on X regarding this incident: “It is critical that the Baltimore Ravens always operate with integrity and in full accordance with NFL guidelines. We clearly made an error regarding player injury reporting and cooperated transparently with the league’s investigation. We accept the decision by the NFL that we violated the policy and have taken steps to ensure that we will be compliant moving forward. We will not appeal the ruling and are focused on our upcoming game versus the Vikings.”13

Personally, I was surprised that the Ravens made this mistake with their injury report. Harbaugh stated that “he wasn’t involved or aware of ‘those rules’ with the injury report.”14 This violation also occurred the same week as the NBA’s betting scandal.15 While $100k may be a steep price for a mistake, the NFL fined the Ravens to reinforce the significance of proper reporting of player injuries.16

The Ravens won against the Bears with backup quarterback, Tyler Huntley, performing very well.17 Last Thursday, Lamar played against the Miami Dolphins where he completed “18 of 23 passes for 204 yards and four touchdown passes.”18 This was Lamar’s first game back since his hamstring injury in September.19
