Head coach Jim Harbaugh and Michigan Football are now under their second NCAA investigation in just a few years with Coach Harbaugh. They were previously under investigation for Level II recruiting violations that dated back to 2021, in which Michigan coaches contacted recruits during dead periods and watched players work out over Zoom.[1] Now, they are under investigation for allegedly violating rules by sign stealing from future opponents.[2]
Regarding the first investigation, the NCAA reached a negotiated resolution for Harbaugh to serve a four-game suspension for his misconduct.[3] This eventually fell apart before the start of the season, and so the University stepped in and suspended Harbaugh for the first three games of the campaign, although he was able to be with the team at practice.[4] Because of this, the NCAA was prompted to make a rule change for future suspensions which will be resolved in 2024.
Regarding the current investigation, the bylaw in question is 11.6.1, which states “off-campus, in-person scouting of future opponents (in the same season) is prohibited.” Sign stealing is the process of gathering information on the specific sign’s teams use to call offensive and defensive plays. The Big Ten Conference released a statement stating, “The Big Ten Conference has notified Michigan State University and future opponents that the NCAA is investigating allegations of sign stealing…The Big Ten Conference considers the integrity of competition to be of the utmost importance and will continue to monitor the investigation. The conference will have no further comment at this time.”[5] Harbaugh has since commented on the situation as well, stating, “I do not have any knowledge or information regarding the University of Michigan football program illegally stealing signals, nor have I directed any staff member or others to participate in an off-campus scouting assignment, I have no awareness of anyone on our staff having done that or having directed that action.”[6]
What this means for the future of the football team, only time will tell. But we do know this is now the second time that head coach Jim Harbaugh and his football program are under investigation by the NCAA during his coaching career at the University of Michigan. Harbaugh is among some of the highest paid college football coaches, which means he not only has the spotlight on him in the NCAA, but also among other CFB coaches. Under NCAA rules, head coaches are held accountable for their program’s compliance, regardless of their actual knowledge of conduct that violates the rules. So, it will be interesting to see how this pans out and what if any suspensions come out of these allegations.
